What is the propagation premium?

In a conventional group a good idea travels by memo. One subsidiary builds something useful, the parent notices, and the others are encouraged to adopt it — which means each of them specifies it again, budgets for it again, and builds a version that diverges. The idea propagates as information and the cost is paid every time.

Where the parent owns the layer, the same idea propagates as a dependency. A payment path, an approval gate, a way of proving whose authority an agent carries: built once, into something every company already runs on, and present in all of them without any of them acting. The economics change because the marginal cost of the second deployment approaches zero, which is the same reason software businesses are valued differently from industrial ones — applied to the group's internal capability rather than to its revenue.

The premium is conditional and the conditions are worth stating, because a group that does not meet them should not claim it. The parent must own the layer rather than license it, or the improvement belongs to a vendor. It must control the subsidiaries, because a minority holder can recommend and not require. And the layer must be genuinely shared — a platform team that ships to one company and a backlog for the rest is a cost centre, not a premium.

It is also falsifiable, which is what separates it from the general claim that groups create synergies. The test is a fact rather than a projection: name a capability built in one company that is running in another, where the second company did not build it. Where no such capability exists, the premium is zero however the group is structured — and a group asserting it without that fact is describing an intention.
